Photoshop 19.0 (2018) lagging majorly on a beefy workstation

I am trying to figure out why my Photoshop keeps lagging in spite of being on a very beefy workstation. I do web/app design and usually work with thousands of layers, so I initially thought that Photoshop just sucks at handling >1000 layers. Wrong... I tried a brand-new file with only 40 layers and observed the same behavior. Photoshop consistently exhibits slow behavior, across OS restarts - 0.5-1 second response times to layer grouping, group renaming, ctrl-z, etc. With 1000+ layers, the lagging is significantly worse - several seconds for grouping and such (still, how the heck?!!).

I even see some lag when I move between sections of the Preferences dialog!

All other applications perform perfectly, even Illustrator. No issues whatsoever, ever.

I am on Windows and consider myself a heavy power user. The system has practically the best possible workstation specs:

- Dell Precision Workstation T7810

- 28 cores spanning 2 new Intel Xeon CPUs (real ones, not some cheap factory QA samples)

- 64 GB of quality ECC (server-grade) memory

- Nvidia GeForce 1080 GPU, which Photoshop is configured to use

- 1TB Samsung 960 Pro NVMe SSD, configured as Photoshop's scratch disk

- Windows 10 Pro, with the latest updates and heavily tuned registry and group policies for optimized performance (this is not a gaming machine)

- 2 34" Dell monitors

Photoshop and Chrome are the only applications running while testing this. Skype, Slack, and other background apps don't count (and shouldn't).

I have messed with Photoshop's performance preferences (history states, cache levels, tile sizes, etc) several times, with no effect.

Both Windows and Photoshop have gone through multiple updates, and nothing has improved.

Does anyone have any idea what's going on???
