Photoshop 2019 becomes sluggish after using the Pen Tool

I'm working on something that involves using shape layers. PS runs smoothly (not as smoothly as I'd like) but becomes extremely sluggish when using the Pen tool or Hand tool to move the canvas almost unresponsive for a minute or so.

Placing vector points has an extreme delay when creating shape layers and when I tab back into PS the Hand tool takes a very long time to react. I can save and reopen PS to temporarily alleviate the problem but the sluggishness eventually comes back after a half hour or so. I was experiencing this issue in version 20.0.3 which I thought was working pretty well for me so I updated to 20.0.7 to see if it would help but nope.

I've tried different GPU settings will no noticeable difference as well as purging the cache.

 

PS CC 20.0.7

Windows 10

intel i7-7700

32 gigs of RAM

GTX 1070 graphics card

After fiddling with the settings I think I may have found a configuration that seems to be working. Since I am working in a relatively large document I found that changing the cache levels to 8, tile size to 1024k and disabling "Legacy Compositing" (which I don't remember why I enabled in the first place) Hand tool, Shape layers and Pen tool seem to be working more smoothly.
