Photoshop 2019 Transform Snap issue

I upgraded to Photoshop 20.0.0 and I noticed an issue where the Distort tool under Edit > Transform snaps to various coordinates on my layer. This makes using the tool impossible. I went to View and turned off all snapping and yet it persists. How is this turned off?

Before, you could drag a point and it would be fine. Now, holding shift is the way you can freely drag a point while distorting the image.
