Photoshop 2019 Units in Inches Panels in Pixels

I've changed my units to measure in inches, but my palette keep switching the values to pixels. I'm working on a print project and it's annoying. I am aware that I can type in a value and just add "in" and the value will be correct. However, when I'm trying to gauge spacial area of bleed needs, and look to the measurements it's not helpful to have them keep reverting the values to pixel dimensions. I've looked through the preferences, and besides the Units & Rulers, I can't find anywhere to convert the measurements. I've also tried changing the value from one to the other in case there's a glitch with holding the selection.

Any thoughts?

    I have the same issue. I've changed my units to inches; set the ruler bar to inches. I can RMB click in the width or height in the properties panel to choose inches, but when I go to another layer and return, the units are back to pixels again. In some shape layers, I can change the height, but not the width. It's really annoying that these days, I simply can't depend on Photoshop to function properly; every time I open it, I end up contending with some bug or issue.

    You can also right click on the field and change the unit of measure. If a tool has size options, you could also try resetting the tool.

    I have this same issue frequently in Photoshop and Illustrator. It seems to be connected to something but I can't figure out what it is. I have multiple files open and some of them are correct and others are not. However, they are all set to the same unit setting in preferences. Can anyone help?

    Go to Image > Image Size.  What unit of measure do you see?

    In your processing are you using any Actions, Scripts or Plug-ins.   If you are one or more of them could be changing you ruler units on you.  Scripts and Plug-in can be programmed to change and restore your ruler units they can use the logic to do that. Actions can not restore your ruler units if they change then.  Normally Action do not need to change ruler units they are more likely to change your resolution to make your document a know number of inches wide so the can add text for a good size for a document that size.  Everything in an action is recorded with fixed settings.  What palette has units in it the is being changed on you. Are you sure its not Photoshop Ruler unites the is being changed on you.  I feel Photshop Ruler Unite may effect what palettes display.

    I'm not using any of the above. I've been using the rectangle shape tool with a fill on a CMYK 300 dpi document. In the properties palette, the values show pixels. I've dumped my preferences, cache, etc. It's not a big deal, just annoying.

    Inches.jpeg is with nothing selected, so it's showing the document dimensions.

    Pixels.jpeg is with the black box selected, showing the dimensions of the box as pixels and the ruler being inches.

    New Before.jpeg is the dialogue for creating a new box with inches

    New After.jpeg is the new box selected values in pixels, with ruler as inches.

    I didn't bother taking a screenshot, but Units & Grids preferences are in inches.
