Photoshop 2020 does'nt let me import color swatches

Hi!

I opened an Adobe CC account and started studying with Photoshop 2020

For some reason the program does not let me import  new color swatches

when opening the color swatch options window the word "import" shows up in grey and is not responsive

Does anybody know what could be the problem?

Can anybody tell me what to do?
