Photoshop 2020 Error "Something went wrong initializing Creative Cloud Libraries"

I can't relink my photoshop smart objects to illustrator. I've relaunched Creative Cloud like I read on a post but nothing. I've also done the Activity Monitor thing that I saw on a post that had the same issue but I still get this message...
