Photoshop 2020 gray box replaces image when saving file as PDF

Hey guys! So I am using Photoshop 2020 21.0.2 and I also tried on the 20.0.8 and on both it doesn't work. Basically I save my file as a PDF (copy) in high quality and every time, it saves the photos as gray boxes. BUT I tried to save it as a JPG and it works fine. I tried searching online and nobody seems to have this issue? Can anyone please help me?

I tried closing the program, rebooting my PC, nothing changed anything.
