Try going to Edit > Toolbar and restore defaults

I had the same..Go into the edit toolbar and it is in there and just needs moving

I had the same problem.

I was fooled as I use another application to select images to open in Photoshop and this application opened the old version.

Check that you have version 21.0.0 running of Photoshop
