Photoshop 2020 issues after install-Images being shoved into upper right corner, Menus out of place

I have reset preferences. Zero change. When I zoom in bigger than the frame, the sliders return and I can move it around but if I zoom back out, it locks back up in the upper right hand side. Cannot grab it and move it either. And when I click on the menus it acts like the menu 3 to the left is being actually activated.
