Photoshop 2020 No Available Windows

I have brand new Mac Pro and am getting an error message No Available Windows!!  It freezes photoshop and I have to do a hard roboot.  This is extremely frustrating.  I use a wacom tablet and have changed all the settings, even tried a different pen.  Any one else have these problems?  I did a fresh install and only use this computer for Photoshop editing.  Any suggestions would be much appreciated.
