Photoshop 2020 not compatible with Surface Pro 3?

I'm a teacher for a Digital Illustration and Design class, and I'm trying to get my students to download Adobe Photoshop onto their home computers since Adobe has made allowances for schools right now. I have a student with a Surface Pro 3 that can't download because Photoshop is "not compatible" — is there any workaround on this?
