Photoshop 2021 Crashing and image streaks across screen while scrolling on Windows

Posting on behalf of my student who is experiencing this issue at home, using Adobe Photoshop 2021.

 

When he opens the program and tries to open the image, the image begins streaking across the screen as he scrolls. Soon after, he is unable to click on any tools, and has to shut the program down. He has uninstalled and reinstalled twice. He had previously been using the same computer with no issues. 

 

I have attached his specs.

I'm not seeing any submitted crash reports from you in our system. If you haven't done so already, please submit all Crash Reports along with your email address: https://helpx.adobe.com/photoshop/kb/submit-crash-reports.html That will help us diagnose the crash.

 

It may also help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hi,

 

We're sorry about the trouble your student is experiencing this Photoshop. It would be helpful if you could share the exact version of Photoshop He/She is using along with the version of Windows the individual is working on.

 

You can ask the user to try & disable the option to Use Graphics Processor from Photoshop by going to Preferences, then Performance. Once done, relaunch Photoshop to check if that helps.

 

If the issue persists, they can try to reset the preferences of Photoshop using the steps mentioned here: https://helpx.adobe.com/photoshop/using/preferences.html#reset_preferences

First, try disabling GPU in the preferences (Preformance tab). Any better?
If not, go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Better?
If not, recalibrate and build a new ICC display profile, the old one might be corrupted.
If you are using software/hardware for this task, be sure the software is set to build a matrix not LUT profile, Version 2 not Version 4 profile.
If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it.
