Photoshop 2022 not saving why layer styles

This actually started last year and has not gotten any better with updates. I no longer have capability of saving my layer style or importing my layer styles even know I tried to with import/export presets to import some that I have saved or downloaded. I used to be able to save the layer style and save it to my library. I no longer have that capability. It doesn't even offer me a way to open or import a saved layer style. The button in layers style that says new style doesn't even function.

This also goes for importing contours, gradients, brushes, and all the other things. Even actions. I've tried to remove Photoshop and put it back in but that did not solve the issue.

Any suggestions from Adobe would be appreciated.

Let's try this:

In the top menu bar, hold option and select Go and then down to Library. You should then be able to follow the flow from the helpx article.

Hi @Krol Media sorry to hear you have had this issue for a long time. Tested here and were able to click the New Style button and get the next step popup... curious if maybe your preferences are corrupt?

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
