Photoshop 2022 won't start (Windows) no error code (SOLVED)

I'm adding this as I could not find te answer anywhere. Photoshop would simply refuse to start. I could see the process, but the splash screen never came up and the program would never run. I finally found an obscure solution that worked, and it's related to the Windows Image Acquisition service (WIA).

On my PC, I ran the Services app, and the WIA service status was "Stopping" with no option to restart and no way to do anything else. I right-clicked, selected Properties, and changed the Start-up option to "Manual" then restarted my PC

Photoshop now runs just fine.
