Photoshop 2024 Crashes at Startup in Windows 11

When launching the application, a dialogue window opens with loading the basic parameters and then the application window appears and closes instantly. This problem has occurred recently. Installed modern hardware and there is space on the disc. Adobe Photoshop version 25.11.0.706 is installed on the SSD drive (E:) not the root drive (C). Latest drivers for Nvidia and Studio 560.81 version installed.
Windows 11 Pro 23H2
1. Alt+Control+Shift did not help? as well as pressing Shift at startup
2. Adobe Photoshop 2024 Settings folder was deleted - didn't work.
3. Uninstalling and reinstalling the programme did not fix it.
4. Updating the programme did not help.

I used a complete uninstall of all Adobe files with the Adobe creative cloud cleaner tool. The reinstallation of Photoshop was successful and the program started correctly, but after logging into Adobe creative cloud the Adobe Photoshop application wouldn't open again.
