Photoshop 2024 Filter & plugin problem

Whenever I open Photoshop normally, the plugin menu is greyed out and the program crashes whenever I try to load neural filters. However, everything works fine when I open Photoshop with administrator privileges. I'm using the most recent version of Photoshop (2024) under Windows 10,  but this problem has been going on ever since the version when the new plugin system was introduced. I've tried disabling every program that loads at startup, but the problem persists. It's getting to be really irritating since I can't transfer photos directly from Lightroom to edit in Photoshop using plugins or  filters.

Any suggestions?
