I created a 100% K line but it's reading 18% K.

Where is the Color Sampler (as set with the Color Sampler Tool)? 

 

Take a look at the Sample Size you set for the Eyedropper Tool in the Options Bar.

Could you please create a Color Sampler to illustrate  this and post a screenshot taken at View > 100% with the pertinent Panels (Tools, Layers, Channels, Info, Options Bar, …) visible?
