Photoshop 22.1 not loading right

Photoshop is not loading right. I really don't know how to describe it, so I included a photo of what it's doing. Any help on how to fix this will be greatly appreciated.  photo of what it's doing.

Try resetting the Workspace you are using. It look like the tool bar is not docked and the tool option bars is not docked and make sure you have the latest Device driver install for your Displays graphics adapter. The menu bar not seem to contain the menu names and control icons it mat be beinf covered by the Tool option bar.

Just to add a little more info on the issue, I also have 2018 and 2019 versions on the same machine and they work fine. Everything works and loads just fine on those versions. It's just the newest 2020 and 2021 versions that it's not loading right on.
