For the problem in Photoshop there's a entry in the PhotoShop forum: PS can't detect GPU | Adobe Photoshop Family

You can post feedback for the Photoshop team to see here: https://feedback.photoshop.com/

and for the Illustrator team to see here: https://illustrator.uservoice.com/

As this is a user-to-user forum, it's mostly volunteers, like myself, who will see your post.

Thanks Myra

Sorry It wasn't my intention to offend anybody but situation regularry appear since PS 22 was released.

I understand that it is community forum but I know that people form Adobe also reading this forum and you have to understand us because we are paying for license and what is more important working on this programs.

We don't have time to install, chechk if everything is ok and work or go back to previous version to be able to work.

For me it is 4th update that something happend with the program so understand my frustration.

You don't has offend anybody here and I can understand you frustration. It is also not obvious to you that this is a public forum and that it is not appropriate to report bugs to Adobe.

That's why Myra and I have wrote that you have to go to the Bug-/Wishlist-Forum (Adobe Photoshop Family) and post your problem there. This is the only way to post bugs so the Adobe programmers can react on it.

I've post a link to an entry in this forum which is related to your problem. So you can add an entry to this post and/or follow it.
