This is the view of my photoshop 23 after press New link

What's wrong with it?

It definitely looks like a GPU issue as Theresa has said.  Try turning off GPU acceleration in Preferences Performance (you have to restart Photoshop).  Try different GPU acceleration settings — actually, I see that there are no Drawing Mode options now, so there's not much you can do there.

 

It might be worth disabling Native Canvas.  You basically need to try and find a video card driver that allows you to work with GPU acceleration turned on, because you lose some important features without it.
