Photoshop 23.3.0 30 seconds before i can do anything when opening a file

hello. when i doubl-click a 9mb tif file that i've saved on my desktop, it'll prompt me for how to handle the colors, then when i click OK it will load the image, but then i can't do anything for 30second - can't close photoshop, click on a menu, click on the image window and  move it etc.

 

i've gone through all the troubleshooting steps down to deleting my preferences and having PS create new folder and preferences upon launch.

 

i have compatible video card, plenty of disc space (200GB free) 64GB of ram etc... no touch screen or anythjng like that.  i've started in safe-mode also.  oh and i have windows 10.

 

i just recently updated photoshop twice - once about a week ago? and then there was another update just a few days ago so i updated that  too.  before these upgrades i never had this issue.  as soon as the image was displayed i could do whatever as quickly as i wanted. sometimes i could even hit the X button in PS and it would immediately close down as soon as the image loaded.

 

anything else i can do?

spent some time with adobe tech and we weren't able to solve.  i did however revert back to previous versions and 23.0.2 is where i am at now and it works just fine no lag or delay.  think i'll just stick with older versions until seems like it's fixed in a newer version.

is there any other information i should provide to help fix this?  i checked with two other people in the office and they do not have this problem.

 

i turned off adobe fonts in CC and that did not help either.

 

i'm completely compatible with video cards and  the like...  just can't figure this out.

i feel like with the new annoying SHARE blue button and the Magnifying Glass search icon that maybe something is going out to the web to download or look for something.

 

is there a way to disable all those recomended search find library neighbors spying internet adobe social media hey do you want to connect and share all your privatei nfomration with complete strangers frusting stuff!!!!!

 

this is VERY FRUSTRATING  grrrr. 

 

does adobe have a support desk i can call?

i should also mention that it only happens that initial time. opening up other files by dragging them into the PS window or double-clicking another image which opens in PS there is no lag.
