Photoshop 23.3 won't response to mouse clicks

When I open Photoshop and try to open a new file by clicking the new file button on the home screen, nothing happens. In addition, if I click on any item on the menu bar I don't get a drop-down menu. To shutdown Photoshop I actually have to go to another app to be able to get to force quit, which is the only way I can shutdown Photoshop. The program worked just fine 2 weeks ago, why am I now having issues. 

I have tried uninstalling and reinstalling but that does not work. 

Not sure if this is part of the program but I installed Suitcase Fusion trial and then decides I did not want it. Now I can't find out how to uninstall it.

Any help appreciated.
