Photoshop 24.2 Guides Unavailable

When trying to use the guides I am getting a message on my laptop showing unavailable. On my desktop they are still not available and no message. Grid and Rulers are showing.

Rulers are showing it is the guides not showing.

The keyboard shortcut to hide/show guides is Ctrl ;

Have you created guides from the View menu or by dragging them from the ruler ? ( You didn't say)
Does Ctrl ; toggle them?
Also try Ctrl + H, which hides/shows everything that is check in View menu > Show
