Photoshop 25.1 and 25.2. Background layer moveable

I am using Photoshop version 25.1 and 25.2 on separate windows based computers. They both have a bug where you can actually move the locked background layer off of its checkered substrate with the move tool. I have a classroom setting and new users are accidentally moving their backgrounds, causing other issues. Once the background has been moved, the background layer renames itself "layer 0".   This bug only occurs with .PSD images. It does not occur when using .jpeg or .TFF.   When using jpegs or TIFF files, if you try to move the background layer, you still get the proper message that you cannot move a background layer.
