Photoshop 25.4 Crashes on Startup

When trying to launch the Photoshop app the loading screen will appear for a few seconds before disappearing. I get no crash message/pop up.

My OS is Windows 11.

I have tried:
- Updating my drivers
- Launching as administrator
- Uninstalling and reinstalling the program
- Using Adobe CC cleaner to remove the program + any left over files that might’ve gotten missed
- Allowing the program to pass through fire-walls/anti-virus programs
- Launching the program with all other Adobe processes closed via task-manager
- Clearing the preferences on start up (Alt+Control+Shift)
- Clearing the plugins on start up (Shift)
- Making enough HD space on my C: Drive


I am able to run the Photoshop BETA without any issue, so I am at a loss here for why this may be happening.

I'm having the same issue with the same version, but on Mac. Everything was working fine for the previous release as well as the previous beta release. One difference is that the current release and the current beta both have the same failure for me. As OP said, the splash screen appears for a few seconds and then it crashes. I've sent the logs through the Adobe crash reporter tool. As with OP, I've done a full uninstall and reinstall, multiple times.
