Photoshop 25.4 screen scrambled on move or zoom

After updating to 25.4 PS is unusable, only parts of the image are updated and it rapidly becomes a scrambled mess. I have downgraded and 24.3.1 works correctly.

MPG Z490 (MS-7C75) motherboard

64GB RAM

GeForce RTX 2060

All drivers are up to date.
