That could be it, the OP wrote 128 DPI (but it should be PPI). 118.11 PPCM would equate to 300 PPI.

Back in the day of Hell and Crossfield drum scanners and Scitex prepress systems, "standard" CT (contone) quality was often "Res 12" or 120 PPCM, which was 304.8 PPI. This often confused desktop users who were not used to the different standards used in high-end systems.

Good catch, Bojan. That's obviously what this is.

Perhaps the resolution is 118 pixels per centimeter? It seems like the unit has been switched from inch to centimeter. It is likely set as the default now, displaying measurements in centimeters instead of inches. To confirm this, go to Image Size and switch Pixel/Centimeter to Pixel/Inch from the dropdown menu next to Resolution, as indicated in the screenshot below.
