Photoshop 25 alt-scroll zoom HUGE INCREMENTS

Since I started using Photoshop 2024 / version 25.1 -- whenever I try to alt-scroll to zoom in and out, it zooms in very large, choppy increments. Previously when using PS 2023, the alt-scroll zooming was much smoother / in smaller increments. Is there any way to change this? Is this a bug? I've tried mouse settings, PS preferences, different mice, rolling back to previous versions of PS -- with no effect. Any insights?

    Scrolling with the mousewheel seems to be working fine for me in 25.1. 

     

    My first two thoughts are to 

    1. Reset Preferences (https://helpx.adobe.com/photoshop/using/preferences.html) or
    2. Go to Edit > Preferences > Performance and make sure that Use Graphics Processor is selected
