Photoshop 7.0.1 startup issue

I recently had to re-install a licensed copy of Photoshop 7.0.1 on a 64-bit PC running Windows 7 Pro, following catastrophic failure of my previous 32-bit computer running Windows 7 Home Premium.

When I try to start the application, I run into an issue that I can find no way around, a message that says: "Could not initialize Photoshop because the scratch disks are full." My only available interaction with the app at this point is to click "OK", at which point it promptly shuts itself down, without providing me any opportunity to assign a scratch disk. How do I solve this?

You may have to adjust your user permissions. Also the partitions must not exceed 500GB disk size per partition. Those old programs can't deal with larger harddrives.
