Photoshop Actions in Adobe CC

The actions saved in Adobe CC products (Photoshop) are stored in Adobe Cloud Account?
These actions stay stored in free account or are stored just in paid accounts?

You should always use the action panel menu to save the action sets to .atn and never rely on the local .psp file that holds temporary unsaved actions.

    When saving an Action Set one needs to determine the save location. 

    I am not aware how would even »store them in the cloud account«.
