Does anyone know if there is a photoshop plugin that converts ordinary photos to animated pop art like attached image.

You might ask the person who created the latest Splash Screen.  I think I am loosing touch with current reality. 😞

I don't think that is an effect created by a plugin.  You could maybe start with a plugin to creat a cartoon look and fill in the coloured regions freehand.  What's the source?  Can you ask the artist?

No I can't. it's a company and they are selling the art. I'm pretty sure they found the software from somewhere else. Probably not commissioned. That’s why I asked here in case someone knows soothing about it. I love the effect and want to incorporate it into my own work.

I think it was done by hand in a vector application such as Illustrator. If you compare the photo to the illustration, there are too many differences.

I'm guessing they placed the photo as a template layer in Illustrator and traced over it. Each area that has a new color is a separate vector shape.

Not all artwork can be done with one-click of a mouse and a plug-in. Some of it takes artistic talent. They did a fantastic job!

Where is the animation, the image is a JPEG?

But that is probably of no concern yet, the first step would be getting a single frame version that you like, before animation is even considered.

Basically I wanted to know it an ordinary photo like on the bottom left of the attached jpeg can be converted into the colourful pop art version with an action or plugin on photoshop.

So animation is of secondary importance?

Where did you source your sample before/after image from?
