Photoshop / Adobe won't run on my mac, Catalina 10.15.4

I just updated to the latest version of Catalina 10.15.4 and cannot run photoshop CC 2015 and cannot uninstall it either.

I'm trying to uninstall so I can upgrade to the latest version of PS. Please advise. I get an error the developer needs to update the adobe software in order for me to be able to do anything.
