Photoshop after installation opening it from error message and freezes everything

I had previously installed Photoshop on the same PC and it worked fine. I had to change the Hard Disk and make a new installation of the Windows 10 system and the programs I use.
I downloaded Photoshop from the Creative Cloud again, but after installation, opening it, the program loads for a while, then an error window appears and everything crashes. Cannot send error message.
I tried to restart the PC and uninstall the program and then install it again. The same error and the same block.
In these conditions it is impossible for me to use it.
What can I do?

Hi, could you list the features of your computer? Also, have you checked if this problem also occurs with the other Adobe suite software?
