Photoshop and Adobe Media Converter ?

Hi, I would like to know if subscribing for Photoshop App I will be able to downaload and use Adobe Media Converter tool?

Did you mean Adobe Media Encoder? This app is bundled with Adobe After effects and Premiere Pro.
