photoshop and illustrator panels not opening on mac

OS Catelina 10.15.3

Photoshop 21.1.0

No panels are visable when opened, UNLESS mission control is used.

For example, if a file is oponed, no dialogue box is shown, UNLESS mission control is opned. The same for every menu item in photoshop and illustrator. They are completely unusable at the moment.

Re-booted machine many times. Any ideas?
