Photoshop Animation Frame Rate Not Working

I am working from an image sequence to make a frame animation in Photoshop and am suddenly not able to adjust the frame rate at all. Each frame plays with no delay regardless of what rate is selected. I closed my project and returned hours later to try another one, and the same thing happened. What is going on? How can I fix this frame rate error?

For referene, I am working on a MacBook Pro with an M1 chip, but have not had this issue at all before on this same device.
