Photoshop brush

I am using the brush tool while I have a 4 layer active. I am using the brush on a vector mask, the tool seems to be very slow. I am using wacom pen tablet. can anybody tell me why is so slow and imprecise?

    What version of PS and OS do you have, also system specs would help
