Photoshop Brush Delays and All-Around Performance Issues

Hi there,

I'm using Photoshop CC 2019 on a late 2012 iMac running Mojave with 16GB of RAM.

A couple weeks ago Photosoph started having these "delays" whilst drawing, erasing, or anything else requiring a stroke or drag of some sort. It's difficult to describe the issue, but I will do my best. Also, see the attached video to hopefully clear things up a little.

When I draw, the stroke will not show up until I move on to another action, such as zooming, undoing, and drawing another stroke.

And I don't know if this is related, but icons do not highlight when I hover over them although there is no delay when switching to the tool.

What I've tried:

  • Resetting all settings
  • Turning off rulers
  • Increasing RAM usage
  • Reinstalling Photoshop
  • Downgrading to older versions (from before the issues occured)
  • Using various input methods (Wacom, mouse, etc)
  • Restarting my Mac
  • Unchecking "Use graphics processor"

This issue seems to be only on Photoshop on my computer. Illustrator and Premiere work fine, as does Photoshop on my laptop and other computers. I haven't been able to find anything on my specific issue so any help with the matter would be greatly appreciated.
