Photoshop brush size

I have a number of jpegs that I was trying to use the dodge brush on. The cursor was a mere pinprick with crosshairs and would not enlarge. Other brushes seem to be working normally and, when I open a different catalog and adjust a CR2 it works normally. Does this have something to do with it being a jpeg or maybe the image size?
