Photoshop can not zoom out

Hello.I used latest photoshop version. When I zoom in photos around 300-400% and can not zoom out anymore. The App was crashed. I must turn off Photoshop and open again. And the issue still happen when I zoom in photos. My photo just have 3 adjustment layers, 42mpx. Another photos can not zoom out too. Tired this issue my pc: 10900k, 64gbs ram, 1080ti.

Photoshop doesn't work well with several graphics cards. I had to change out my NVidia GTX980 to a Radeon RX580, and STILL my system crashes hard on Neural Filters.

Try using Preferences>Performance> and disabling the GPU and see if this continues to happen.
