Photoshop - Can't blur/feather edges

Photoshop 24 --

I've done what every tutorial and post says:

1. Select the image with a Marquee Tool > Select > Modify > Feather = this just rounds the image, no blurring, no feathering.

2. Select the image with a Marquee Tool > Select > Select & Mask > Feather = does absolutely nothing.

Why don't either of these work?

What is the resolution of the image (go to Image > Image Size to find the Width, Height, and Resolution)?

How many pixels did you set for the Feather Radius after you made your selection and went to Select > Select & Mask > Feather?

 

I ask because it's possible that there is some feathering applied but it may not be enough to see if the size of the image is much larger than the amount of feathering.

8x10 inches, 600 dpi

Tried all sizes of feathering, small to large to very large. Nothing.

Right now, to get the effect I want I have to use Soft Brush Eraser at 400. But edges aren't exactly straight.
