Photoshop, can't open files

See short video below for demo. After working for a while, Photoshop stops opening any file. Once it stops, I have to restart PC in order to continue working and this process keeps repeating.

Already uninstalled and re-installed PS. And LR. And Bridge. Used CC cleaner to completely wipe my system too. Having other problems as well. Brushes stop working periodically, Lightroom sliders stop working sometimes too. Transform and crop tools will die as well for no reason.

Photoshop CC 2019, current version. Windows 10

PC is working great and up to date 100%. 32GB Ram, Nvidia Geforce 1070 video card.

    There is a known bug with LR and PS. Quit both. Launch Photoshop first, then Lightroom.

    Thanks, read about that weeks ago and have been starting PS first to no avail.

    How much hard drive space do you have left? Kind of sounds like lack of space for the cache for either Photoshop or windows its self.

    Thanks, but plenty of space on all drives.
