photoshop canvas freezes when using hand tool with tablet

Problem is the canvas just freezes up this only happens when using a pen tablet i have tried 2 tablets wacom and xencelabs and 2 computers this never happens with a mouse.
windows 11 up to date photoshop up to date graphics driver up to date
all i am doing is using the hand tool to move a image about the hand disappears I then just get a arrow and I can no longer navigate the image only option is two close the image and restart photoshop
the only options I have found to stop this happening is use a mouse or disable the graphics card in photoshop
