Photoshop causes win 11 to reboot s when clicking on the select object tool, and other instabilities

I am sure it is GPU related too but its Photoshop GPU related. 

There are no problems with other GPU heavy tasks like 3D software and high resolution games. 

And on the other hand the problem doesnt go away when unchecking the GPU. Like I said before I dont have onboard graphics.

I have uninstalled the nvidia driver and reinstalled it. No difference.

It's almost certainly GPU related or in the Microsoft ML libraries. Having system info or a crash log could help. Please submit all Crash Reports along with your email address: https://helpx.adobe.com/photoshop/kb/submit-crash-reports.html That will help us diagnose the crash.

Update, 

I am not at the computer right now so I can't copy those details at the moment. However I found another way to reliably crash photoshop. Using the content aware fill will crash it. It doesn't reboot the whole system though. 

I tried installing photoshop 2020 instead an the object selection tool works there. The content aware fill crashes on that version too. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

One thing to try: go to Preferences > Performance and click on the "Advanced Settings" button. Uncheck Use OpenCL, restart Photoshop and try your steps to see if the problem persists.
