Photoshop CC 2015.1 GPU

When in the normal desktop view, GPU features like scrubby zoom and smooth brush resizing work fine, which means PS works OK with my graphics card and that my Preferences are correctly set. I use Windows 10 incidentally.

However, when I open the Liquify filter I lose these features. I have researched forums etc but cannot find anyone with this exact problem.

Is this a bug or is there some setup issue I have failed to get right? Advice welcome.

Is there any reason you're still using 2015.1 and not 2017? Have you tried updating and seeing if you still have the same issues?

Some GPU dependent features need particular Preference settings.  Notably Drawing Mode set to Advanced.  I suspect whether or not Open CL is checked or greyed out will make a difference as well.   If you are not able to use Advanced and Open CL, make sure your video card driver is fully up to date from the card maker's site.
