Photoshop CC (2017) Blurry and Pixelated

I am having a problem in photoshop where everything is pixelated or blurry regardless of how zoomed in or out I am. If i export the file to a pdf then I regain all of the resolution. It makes it hard to work on because I am not sure if things will look the way they are supposed to. Are there any settings I can change to increase the viewing resolution? Thanks In Advance!
