Photoshop CC 2018: cannot open any file

Preamble: Photoshop CC 2018 19.0 release, Mac OS Sierra (10.12.6)

I'm having a problem opening any files in Photoshop. It returns the error: Cannot open the selected item because the file could not be found.

This applies to old files created using the last version of CC (all my CC apps were recently updated) or files created using the newest version. I tried creating a test file, saving it, closing it and then reopening it and got the same error.

I have completely uninstalled once and used the CC cleaner app to get rid of everything before reinstalling.

Would really appreciate some tips on this one!

Well, something in the most recent release has fixed this problem, so although it was never answered it's also no longer relevant.

I have this exact issue and I'm on Mac OS 10.13.5 with Adobe Photoshop Version: 19.1.5 20180604.r.346 2018/06/04: 1175273  x64
