Photoshop CC 2018 cannot open JPG or save an image to JPG

I am trouble shooting an issue where Photoshop CC 2018 is crashing when I open JPG files or if I create a new file and save the file as a JPG.  I have tried both an older version 19 (which I upgraded from today to the latest version 19.1.2) and even tried Photoshop CC 2017 with the same results.

I have reset the user preferences a couple times and updated the video drivers (AMD Radeon HD8570) using Dell's driver.

Any thoughts?

    Same happened to me. Interestingly, GIFs and PNGs open OK, but when it comes to JPGs, Photoshop CC 2018 crashes.

    Fix was updating my AMD Radeon HD 7000 series drivers to version 15.200.1062.1004.

    I found the fix.  I updated to the latest drivers from AMD for the HD8750 video card and that corrected the problem.  I was able to then open JPG files once again in Photoshop 2018.  I guess Photoshop wasn't "getting along" with AMD's older driver.  What I received from Dell was older and I should have just tried using AMD's first.

    Good to here driver are often where problem wind up being.  If you have working one do not install newer one unless you need some new function in the newer device driver. If its not broke why update an update can have problems.
