Photoshop CC 2018 cannot start (0x000007b)

Hello, I recently re-installed Photoshop CC onto my new gaming computer. However, every time I try to launch the app I get the dreaded (0x000007b) error. "The application was unable to start correctly." I know this has been solved many times through downloading the Microsoft Visual C++ Redistributable Packages for Visual Studio 2013. The issue is I already have these files downloaded. ( To fix the 0x000007b error for a game I was playing.) I have tried uninstalling and reinstalling the packages as well. Any other possible solutions for this error?
