Photoshop CC 2018 Color Settings/Assign Profile Problems

Hi there! I'm running the latest update for Photoshop CC 2018 on OS High Sierra on my 2015 Macbook Pro. I am having troubles with the color management tools (specifically Color Settings and Assign Profile). The problem? I am trying to bring an image back into its proper color settings, and even though I have it on the same settings as I do the corrected version, I am not getting the same result. I have the setting at HDTV Rec. 709 for the source, and sRGB for the destination (for both images), and the colors are completely different with a lot more emphasis on the oranges and blues in the image than is desired. I can't get it back to how I want it. I want to know if this is the update causing the problem somehow, or if there is something I'm missing? I have been going back and forth playing with color settings, and getting no results. I need this issue resolved, as this is a book cover for a client, and we can't publish without this issue resolved. I know the images are not corrupt, as I have put them through 2 different PSD repair tools, and nothing has changed in terms of color. Please help! Thank you!

NOTE: I have uninstalled and reinstalled Photoshop twice, as well as tried reinstalling older versions of Photoshop cc 2018. I have even used the Option + Shift+ Command key to delete preferences, but got nowhere. I've even had an Adobe Chat Agent remotely control my Mac so that they saw what exactly was going on and try to fix it; no dice there, either. Again...HELP!!!

Back to what it is here....again, both images are set at HDTV Rec. 709 for source, and sRGB for destination. Why the color difference? I honestly don't know!

This most likely the result of Rec.709 clipping blacks at 16 and whites at 235. You can never recover clipped values afterwards.

Don't ever use Rec.709 except where appropriate, i.e. for video.

I didn't know HDTV Rec 709 would do that for anything print-related. Interesting how it waited til now to foul up like that. We've used it countless times before with no errors or issues of any kind. So basically, my only hope is to put the file on an entirely different color setting and assigned profile, and just abandon HDTV Rec 709 altogether? Or can I go in and manually mess with contrast, clarity, saturation, vibrance, etc to get things right?

This is really interesting, as it has been used on practically everything for print and web, as it provided the bold colors we needed without anything getting too saturated or too desaturated. It's a system that has worked for a long time, years in fact.

Assign Profile will preserve the numbers (color values) in the image, but the colors will change, because the new profile will interpret the numbers differently.

Use Convert to Profile, which will change the numbers so that there is no color change.

I have been going back and forth playing with color settings, and getting no results.

If you have gone into the Color settings dialog and changed something there, set everything back to the way it was.

These settings should not be changed unless you know what you're doing.

Thanks for the advice. What about in the case of the PSD file with color issues where if I use Convert to Profile, the image becomes flattened and I lose access to the individual layers? Is there any hope for that? Also, I have changed the color settings back to how they were many times after testing out different color settings to see if they made any difference. It didn't work, and it didn't matter if I saved my progress or not.

Never mind the part about the image flattening with Convert to Profile; I figured out how to solve that problem. However, the initial problem with the color still remains. I should clarify that when I said I had been going back and forth between color settings, I meant for both Color Settings and Assign Profile to see if it made any difference whatsoever; it did not, and this was true even after putting it back to the settings I wanted them on.
